CWL has been monitoring the weather, and multiple sources are predicting freezing rain and some accumulation of ice over the next few days. The weather models vary, but some show 1/2" of ice accumulation or more. If we get significant levels of ice on power lines and trees, extensive power interruptions may occur. We have done a significant amount of planning for this potential storm over the last several days. Our crews are ready to respond as necessary. They have our equipment and trucks in good working order and ready to go. We have a considerable stock of materials, transformers and fuel on hand to respond. CWL's tree trimming program should lessen the damage to main power lines from falling tree limbs. In addition, we have out-of-town tree trimmers and electric utility contractors headed to Jonesboro today (Thursday, December 5) to assist with power restoration. Hopefully the weather will not be as bad as the models currently show, but we have chosen to be proactive in getting additional forces in to help us. We will be updating local media and posting updates on our Twitter account, Facebook account, as well as on this website, throughout the storm event if it does indeed occur.

FARVILLE ELECTRIC SUBSTATION
Construction of the Farville substation began earlier in the spring and the two main foundations for the switchgear and first power transformer have been completed as well as site work to prepare for a gravel with chat finish. The switchgear has been placed on its foundation and the metal building for the gear has been erected to enclose the gear. The transformer was installed on June 21st. Conduit and wiring schematics are currently under design. Breaker and bus structure foundations are scheduled to begin construction the first of September. The station is expected to be completed by the beginning of next summer.
69kV LINE HERGETT TO FARVILLE
CWL is in the process of designing for construction a 69kV transmission line from our Hergett substation to our Farville substation, currently under construction. CWL plans on using steel poles for the line and is in the process of pole design and ordering materials. CWL will utilize a bid process as part of the evaluation of utilizing the CWL workforce versus contract labor. CWL plans to bid the project in September. Completion date is scheduled for summer of 2014.
NORTHEAST SEWER INTERCEPTOR
Plans and specifications are complete on Phase I of the NE Sewer Interceptor project, which is approximately 7,000’ of 42” gravity sewer line extending northward from the East Side Wastewater Treatment Plant to a point approximately 1,000’ north of Highway 63 (the “Bypass”). CWL accepted bids from contractors for the work, and bid opening was August 20. The low bid was received from Rosetta Contractors. They anticipate their start date to be early September with a completion date in late 2013 or early 2014.
INFLOW AND INFILTRATION PROGRAM
Long Range Goals
System study including placement of flow monitors in individual basins;
Analysis and documentation of current projects;
Evaluate lift stations and capacity issues;
Develop CMOM document;
Develop a check list for items that ADEQ typically requires;
Work on CWL communication and organization (software, record keeping, etc.);
Evaluate preventive maintenance, public relations, and overall management of wastewater system.
UPDATED: Entergy Arkansas reported just over 1,100 without power early Saturday morning. Entergy Spokesperson David Burnette said additional crews were in the area to put power back on. Burnette said there was high confidence all power in Mississippi County could be restored by the end of the day Saturday and good confidence for those without in Craighead and Crittenden Counties.
